Engineering Division

Overview

The Engineering Division is the professional arm of the DPW responsible for design, engineering, construction, renovation, project development and management for the installation. We are tasked with “Creating a Better Fort Lee” in support of our current and future mission requirements. This Division is the professional arm of the DPW composed of (18) engineers, architects, and technicians responsible for the design, engineering, construction, renovation, project development and management for the installation. Staffing will increase to (29) by end of BRAC.

The Engineering Division is divided into two branches:
Engineering Services (ES) Branch, which is responsible for project development and project management of both Corps of Engineers and Directorate of Contracting projects along with AE contracts, in house design, and CAD & Reproduction services and Job Order Contracting (JOC) Branch that develops and designs projects for award and construction as task orders on the prime JOC contract, to one general contractor.

Engineering Division Branches

Engineering Services

Engineering Services is responsible for project development, CAD & Reproduction services, and project management of both Corps of Engineers and Directorate of Contracting projects. Additionally the branch manages Architect-Engineer (AE) contracts, cost estimates, limited in house design, structural inspections, building and accessibility codes, Installation Status Report (ISR), Infrastructure, and the IMCOM Project Priority System (PPS) database of backlog of maintenance and repair projects – currently $160M.

Job Order Contracting

Job Order Contracting (JOC) – the JOC contract is different from standard construction contracts in that one umbrella construction contract is awarded with multiple option years. The Fort Lee JOC Branch develops/designs projects for construction, and awards them as task orders on this prime contract, to one general contractor. This saves having to develop a new construction contract, specifications, formal design, etc. each time a new construction contract is awarded as required utilizing traditional methods. In 2010, JOC broke an all time record by awarding $20M in construction.
